Foothill Road Scandal: Where Has Rs 430 Crore Gone?

The Nagaland Foothills Road Coordination Committee (NFHRCC) and Dimapur-based tribal hohos announced on April 14 that they have suspended a planned agitation — including picketing the Nagaland PWD (Roads & Bridges) Dimapur Division — that was due to begin on April 15, 2026. The decision followed a consultative meeting with parent tribal bodies at Hotel Saramati, the NFHRCC said in a press release, adding that the “scheduled phase wise agitation” has been kept “in abeyance for the time being.”

The committee said it will continue to act as a watchdog over the proposed upgrade of the Nagaland Foothills Road to a two-lane National Highway, citing a no-objection certificate reportedly issued by the apex tribal hohos. The NFHRCC also resolved to press the Government of Nagaland to publicly explain the Revised Administrative Approval of Rs 43,077.84 lakh (Rs 430.77 crore) that has been allocated exclusively for foothills road construction.

The NFHRCC appealed to the public to remain ready in case the agitation is resumed should the state government fail to meet public expectations regarding the project. The press release did not specify the reasons for deferring the protest.

When asked about the delay, a committee member told The Morung Express: “They have to explain to the Naga public what has become of the fund (Rs 430.77 crore) sanctioned in 2024 for the second phase [of] the foothill road project.” The committee’s demand highlights ongoing concerns over project funding, transparency and implementation timelines.
