Affordability has rapidly evolved from a mere financial concept into a vital issue resonating across various areas of daily life-from groceries to housing. The latter has emerged as a particularly contentious topic in American discourse. On March 12, the U.S. Senate passed a significant housing bill aimed at tackling both affordability and supply, notably for single-family homes. This legislation, known as the 21st Century ROAD to Housing Act, secured bipartisan approval with an 89-10 vote, reflecting an unusual degree of collaboration in today’s politically charged environment.

The ROAD Act encompasses over 40 provisions designed to ease housing costs and expedite new home construction. Following a narrower yet bipartisan version approved by the House in February, the Senate’s comprehensive bill is set to return to the House for further debate. A major point of contention is whether large institutional investors should continue purchasing and renting single-family homes-a practice criticized by voices from both sides of the political aisle, including Sen. Elizabeth Warren and former President Trump.

Amid these discussions, the “build-to-rent” segment of the housing market is relatively minor. Conversely, the ROAD Act significantly supports factory-built manufactured homes, which could play a crucial role in meeting housing demands. Changes include allowing manufactured homes to be assembled without a permanent chassis, increasing federal loan limits for buyers, and relaxing zoning restrictions. These revisions aim to dispel the stigmas associated with lower-cost “mobile homes.” Dr. Lesli Gooch, CEO of the Manufactured Housing Institute, emphasized that the bill’s allowance for more diverse housing types will stimulate innovation in design.

CEOs in the industry, like Bill Boor of Cavco Industries, have anticipated these legislative changes by investing in plant upgrades and rebranding initiatives to enhance market presence. In an environment where over 70% of Americans express concerns about housing affordability, with median single-family home prices hovering around $400,000 and a national shortfall of 4 million homes, the timing of these reforms is critical.

Daryl Fairweather, chief economist at Redfin, highlighted that the housing provisions-especially those for manufactured homes-are vital for addressing severe shortages in many regions. The National Association of Realtors expressed support for the Senate’s initiatives, noting that the bill offers communities necessary tools to foster home construction and streamline federal processes that often delay development.

However, a faction representing modular home builders has voiced concerns about the bill, arguing it gives undue advantages to the manufactured housing sector while potentially confusing consumers. Tom Hardiman, executive director of the Modular Home Builders Association, pointed out that the distinctions between manufactured and modular homes could blur, affecting buyer perceptions.

The discussion around investor participation in the housing market adds another layer of complexity. The ROAD Act aims to limit institutional firms from acquiring new single-family homes if they already own more than 350, although exceptions exist for new builds intended for rent. Critics contend this could stifle construction, especially given that a considerable portion of single-family rentals are now owned by such entities.

As the House prepares for further negotiations, the push for a bill remains fraught with challenges, including potential demands for deregulation in other sectors. Amidst all this, the ongoing midterm elections loom large, as both parties recognize the urgency of addressing affordable housing to appeal to voter priorities. The outcome of these legislative efforts could redefine the landscape of homeownership and rental markets in the U.S., influencing the future of the American Dream in a swiftly changing economic environment.
