Assam Assembly Passes Bill for Compulsory Registration of Muslim Marriages and Divorces
Guwahati: The Assam Assembly has passed a groundbreaking bill on August 29, 2024, mandating the compulsory government registration of marriages and divorces for Muslims in the state. The ‘Assam Compulsory Registration of Muslim Marriages and Divorces Bill, 2024’ was introduced by the state Revenue and Disaster Management Minister Jogen Mohan on August 27.
Chief Minister Himanta Biswa Sarma clarified that the legislation applies only to future marriages conducted by "Kazis" (Muslim clerics). Existing registrations remain valid. The Chief Minister emphasized that the government is not interfering with Islamic marriages conducted under the Muslim Personal Law, but it will not register marriages that are prohibited by Islamic law.
With the new law’s enactment, child marriage registration will be fully prohibited, a move hailed as a significant step to combat child marriage in Assam. The Chief Minister articulated this sentiment on X, referring to the passage of the bill as a "historic day" in the fight against child marriage in the state. He highlighted that the bill ensures marriages are registered with the government, maintaining the legal marriage age of 18 for girls and 21 for boys. This move is expected to act as a deterrent against teenage pregnancy and improve the overall welfare of young girls.
Chief Minister Sarma further stated that the bill transcends party politics and aims to provide dignity to girls. He also announced the government’s next objective: to ban polygamy in Assam.
This legislative action aligns with Assam’s broader efforts to tackle social issues like child marriage, emphasizing the state’s commitment to promoting legal and social reforms for the welfare of its citizens.
