Namphing Gram Panchayat Unit (GPU) in Temi Block, Namchi district, was formally awarded the ISO 9001:2015 Quality Management System certification and inaugurated several digital and community facilities in a ceremony held on Wednesday, March 4, 2026, at the Namphing Gram Panchayat Kendra. The certification marks Namphing as the first GPU in Sikkim to receive ISO 9001:2015 recognition for quality governance and fully digital public service delivery, acknowledging its focus on efficient administration, citizen-centric services, and grievance redressal aligned with the Citizen Charter.
The event was presided over by Temi-Namphing MLA B.S. Panth as chief guest, with Lok Sabha MP Indra Hang Subba serving as guest of honour. Officials who attended included Secretary of Panchayati Raj Dushyant Pariyar; Adhakshya Namchi Anjeeta Rai; Additional Political Secretary to the Chief Minister (Namchi) Bishnu Prasad Sharma; DC Namchi Anupa Tamling; ADC Development Ravangla D.P. Sharma; OSD Temi-Namphing Pradeep Tamang; BDO Temi Roshan Rai; Namphing GPU president Arpan Subba; members of the GPU; and other local dignitaries and residents.
At the outset, MLA Panth and MP Subba inaugurated a fully paperless e-Service Administrative Cell, a Panchayat Learning Centre, an e-Library, a Mini Bank, and a Traditional Nepali House at the Gram Panchayat Kendra. Officials said these facilities aim to streamline service delivery, improve transparency, and expand access to digital resources at the grassroots.
Speaking to the gathering, MLA B.S. Panth said the certification brings pride to the GPU, the constituency and the state, and thanked the MP for supporting rural upgradation and infrastructure strengthening. He commended the collective efforts of panchayat members, officials and stakeholders and directed the DC Namchi to examine compensation issues related to NHIDCL projects. He also credited state leadership under Chief Minister Prem Singh Tamang for ongoing development work.
MP Indra Hang Subba congratulated Namphing for the milestone and urged that its practices be replicated across other GPUs. He underscored the value of the Panchayati Raj system for a small state like Sikkim and advocated close cooperation between administrators and elected representatives to ensure transparent, efficient local governance. He also referenced MPLADS funds and continued central support for regional priorities.
Secretary of PRI Dushyant Pariyar highlighted that embracing e-governance will enhance administrative efficiency, accountability and citizen-centric governance, and commended the CEO for technical support in securing ISO certification. Zilla Panchayat member K. Bajgai urged exposure visits to Namphing so other GPUs can learn from its progressive practices.
Namphing GPU president Arpan Subba outlined the panchayat’s work on Swachh Bharat, Hamro Bari Hamro Bali, campaigns against domestic violence, anti-drug awareness drives and other community welfare programmes. During the program, Prime Infoserv Pvt Ltd CEO Sushobhan Mukherjee was felicitated for his technical support, and tokens of appreciation were presented to the MLA, MP and other contributors.
