Strengthening urban governance amid rapid urbanization was the central theme on December 18 as Chief Minister Himanta Biswa Sarma presented appointment letters to 43 Urban Technical Officers under the Housing and Urban Affairs Department at Lok Sewa Bhawan in Guwahati. This milestone brings the total number of jobs created by the Assam government to 142,029, underscoring its commitment to transparent and merit-based recruitment practices.
Of the newly appointed officers, the team includes 16 Mechanical Engineers, 11 Electrical Engineers, 8 Public Health Engineers, 6 Environmental Engineers, and 2 Civil Engineers. In his address, Sarma reflected on the past challenges faced by urban local bodies, highlighting a significant shortage of technical manpower. He noted that urban administrations were once managed by just one or two junior-level engineers, which severely hampered effective city management.
Sarma pointed out that Assam has transitioned from a predominantly rural state to one increasingly focused on urban development. The state, which previously had only one municipal corporation, now boasts three, as well as several newly declared urban areas. This growth has introduced complex challenges in solid waste management, drainage, housing, fire safety, and water supply. He also mentioned that many towns are situated in hilly regions, which complicates issues like water supply and artificial flooding.
Financial management within urban bodies has also become more challenging. Previously reliant on government grants, municipal administrations are now urged to achieve financial self-reliance. Sarma emphasized the need for streamlining property tax systems, marking it as a crucial responsibility moving forward. Reforms such as GIS-based property mapping, digital self-assessments, and transparent accounting have reportedly led to an increase in municipal revenues by over 30%. Furthermore, innovations like QR code payments, SMS alerts, and tax collection through self-help groups have boosted transparency.
Sarma announced the establishment of a fully digital administrative system at the directorate level, with plans to enhance citizen services through a Unified Municipal Portal. He also referenced the UPYOG double-entry accrual accounting system as a means to ensure financial transparency across urban local bodies. Recent initiatives aimed at strengthening urban administration include the provincialization of services for 664 municipal employees and the appointment of 96 Executive Officers, 100 Financial Management Officers, and 96 Urban Technical Officers.
He urged the newly appointed engineers to view themselves as partners in local governance, reminding them that urban local bodies constitute the third tier of governance as defined by the Constitution, and they are accountable to both the State government and the concerned municipalities. Sarma advised that these officers should strive to be seen as assets rather than burdens by municipal bodies.
Emphasizing the importance of public trust, he noted that citizens typically approach municipal bodies with grievances before contacting the State administration. He cautioned against the misuse of authority and reminisced about how the implementation of building by-laws in Guwahati over decades damaged the city’s natural drainage system. Officers, he stated, must interpret regulations in the public interest, as both misconduct and commendable actions are easily noticeable.
Sarma encouraged the officers to maintain transparency throughout their careers, acknowledging that working in urban local bodies could be challenging. However, he assured them that enhancing cities into better and more livable spaces would yield profound professional satisfaction. The event was attended by Housing and Urban Affairs Minister Jayanta Mallabaruah, Guwahati Mayor Mrigen Sarania, Dibrugarh Mayor Saikat Patra, Guwahati Metropolitan Development Authority Chairman Narayan Deka, and other dignitaries.
