Understanding Assam’s Two-Child Policy: Special Relaxations for SC, ST, and Tea Communities
The Assam government has enacted the “Population and Women Empowerment Policy (Amendment), 2025,” which mandates compliance with the two-child policy for anyone seeking government jobs, welfare schemes, or participation in local elections. This directive was issued by state commissioner and secretary Dr. P. Ashok Babu.
According to the revised policy, all applicants for state government jobs or benefits under welfare schemes must adhere to the two-child rule. This requirement also applies to current government employees.
The policy clearly states that it is illegal to disown a child in cases where parents have more than two. However, the government notes that it will offer special considerations in cases such as multiple births (twins or triplets) or for children with specific disabilities.
Additionally, there are provisions for certain communities. Scheduled Tribes (ST), Scheduled Castes (SC), the tea community, as well as individuals from the Moran and Motok communities, will be allowed to have up to three children while still qualifying for government jobs and benefits.
On another note, the government has proposed that individuals with more than two children will be deemed ineligible to contest in panchayat and municipal elections.
