Urgent Action Required: Kerala HC Demands NHAI Report on Delayed Edapally-Mannuthy NH 544 Project
Complaints are mounting over the sluggish pace of ongoing redevelopment on the 65-km Edapally-Mannuthy stretch of National Highway 544, prompting the Kerala High Court to intervene. On December 2, 2025, the court directed the National Highways Authority of India (NHAI) to provide a detailed report on the deadlines specified in its agreement with the contracting firm for the completion of these crucial works.
The Thrissur District Collector indicated that the redevelopment, which commenced in September 2024, is not progressing at the anticipated rate. During an online hearing, the Collector raised safety concerns related to poor street lighting and a lack of hazard signage along the congested highway corridor. These issues have led to growing frustration among commuters, who have expressed worries about their safety amid these ongoing works.
The Interim Traffic Management Committee underscored the problem of insufficient traffic wardens, particularly at key intersections like the Koratty junction. In response, the Additional Solicitor General informed the court that a request for 50 additional traffic wardens had been submitted to the government to better manage congestion-prone areas on the highway.
The court’s directive included a call for the NHAI to not only adhere to the committee’s recommendations but also to expedite the ongoing construction efforts. The matter is set to be revisited in court next Tuesday, with a focus on enhancing safety and reducing traffic delays.
The court proceedings come in response to petitions filed by Congress leader Shaji Kodankandath and several others, who are urging swift action to complete the construction works. They highlighted the frustrations over toll fees at the Paliyekkara toll plaza, which remain unchanged despite significant traffic congestion and safety issues along the corridor.
As the NHAI faces increasing scrutiny from both the public and the court, the push for faster, safer travel along this critical highway continues to gain momentum. The ongoing developments will be closely monitored as stakeholders await the NHAI’s forthcoming report and further directives from the court.
