Did President’s Rule Truly Enhance Law and Order in Manipur?

Manipur’s former Chief Minister N. Biren Singh stated on October 14 that the law and order situation in the state has improved since the imposition of President’s Rule. He made these comments at Imphal airport after returning from New Delhi, where he and 25 BJP MLAs had been engaged in meetings for over a week. Singh addressed inquiries about the potential formation of a new government, emphasizing that the decision lies with the BJP’s national leadership. “Everyone should remember that the BJP is a national party and not a regional party. Decisions cannot be made here; we need to consult with the higher-ups,” he explained.

Before his trip to Delhi, Singh mentioned that his delegation sought meetings with Prime Minister Narendra Modi and Union Home Minister Amit Shah to discuss pressing issues facing Manipur, including the establishment of a popular government. “We are presenting the views of the people to the central leadership, addressing matters such as internally displaced persons, highways, and the formation of a government,” he noted.

Singh also pointed out that Manipur has experienced President’s Rule 11 times in the past, including during periods of majority governments. He affirmed that following the imposition of President’s Rule, the law and order situation has seen positive changes. He added that the Centre has been informed about public sentiments regarding the situation.

“The Centre must make a decision now, as representatives from all communities are engaging in discussions with the Union Ministry of Home Affairs. It is essential that a popular government is formed in the state,” Singh added. He criticized the Congress party for its inconsistent stance, noting, “One party previously insisted that the government should be removed; now they are calling for the assembly’s dissolution. We will not act according to that party’s wish; instead, we will follow what the people desire.”

President’s Rule was imposed in Manipur in February after Singh resigned amid backlash over his administration’s response to ethnic violence between the Meiteis and Kukis. The unrest, which began in May 2023, has led to over 260 fatalities and displaced thousands.
