Are Kuki Aspirations in the Suspension of Operations Agreement Futile?
On September 4, 2025, Kuki insurgent groups, represented by the Kuki National Organisations (KNO) and the United Peoples’ Front (UPF), signed a long-anticipated tripartite Suspension of Operations (SoO) Agreement with the Government of India and the state of Manipur. This agreement had been delayed since February 2024 due to ongoing ethnic conflict in Manipur, leading to widespread outrage among the Kuki community across social media platforms. Many within the community view the agreement as a setback for their political needs and ambitions.
Complicating matters, two versions of the SoO Agreement are circulating online. The first is the official signed agreement involving the KNO and UPF, and representatives from the Ministry of Home Affairs and the Government of Manipur. The second is a press release from the Press Information Bureau (PIB), which interprets the agreement from the government’s perspective.
One key section of the signed agreement requires: “The KNO and UPF, as well as their constituents, shall completely abjure the path of violence and abide by the Constitution of India, laws of the land, and the territorial integrity of Manipur. The Suspension of Operation (SoO) Agreement shall be followed by tripartite dialogue with KNO and UPF to pave the way for a negotiated political settlement under the Constitution of India in a time-bound manner.”
For the Kuki community, the demand for a Separate Administration in the form of a Union Territory with legislative powers is of paramount importance. However, the phrase “territorial integrity of Manipur” has fueled public dissatisfaction, as many see adherence to this principle as a threat to their hopes for autonomy and dignity.
Consequently, some community members perceive the insurgent groups as disconnected from the populace’s struggles, leading to the emergence of terms like “elite class” to describe their leadership. This disconnect has exacerbated negative sentiments, as the insurgent leaders are increasingly seen as failing to represent the people’s voice, creating a rift between them and the community they purport to serve.
In light of the anger and confusion, KNO spokesperson Dr. Seilen Haokip and UPF representative Aron Kipgen sought to clarify the situation, arguing that the agreement had been misinterpreted and should be considered a positive development. They emphasized that the agreement holds potential for negotiating the Kuki political demand within the framework of the Constitution. They contend that alternative interpretations are attempts to mislead the public or diminish Kuki political aspirations.
Despite these reassurances, skepticism remains prominent among the Kuki people, with many questioning whether the PIB press release serves as a mechanism for the government to postpone genuine discussions on Separate Administration. The PIB statement stressed the need for a negotiated solution while reinforcing the “territorial integrity of Manipur,” suggesting minimal concessions towards Kuki demands.
State and central government leaders have consistently assured the Meitei community that the territorial integrity of Manipur will be preserved, effectively diminishing prospects for negotiating Kuki demands. In response, KNO and UPF issued a counter statement on September 7, 2025, claiming the PIB had misrepresented the signed agreement.
The government’s silence following this statement only further undermines public trust in both the insurgent groups and official authorities. Conversations in online forums indicate that while KNO and UPF representatives champion the written terms of the agreement, the government’s true intent may be reflected in the PIB release, which contradicts the signed document.
The prevailing sentiment suggests that the spirit of the SoO Agreement aligns more with government priorities than with Kuki aspirations. As the impending tripartite dialogue approaches, there are fears that it will cater primarily to the government agenda, leaving the quest for a Separate Administration seemingly unattainable.
Public sentiment on social media strongly reflects this growing mistrust, indicating that the elite leadership of KNO and UPF have failed to effectively communicate with the broader community. This situation raises pressing questions about the lack of public consultation prior to the agreement’s signing. For many Kukis, the glimmer of hope they once saw now appears faded, creating a profound divide between the insurgent leadership and the community it seeks to represent. Mistrust has deepened more than ever before.
