Revealed: The Shocking Truth About US Big Tech’s Complicity in China’s Digital Police State

BEIJING — A recent investigation by the Associated Press reveals that American tech companies have played a pivotal role in constructing China’s surveillance state over the past 25 years, contributing significantly to human rights abuses. Through interviews with more than 100 sources and extensive analysis of tens of thousands of documents, the investigation uncovers new details about the collaboration between these firms and Chinese authorities.

The research highlights partnerships between Chinese police and state-owned defense contractors with American tech giants, particularly IBM. Contrary to previous claims by these companies that they were unaware of how their technology was utilized, evidence shows that they directly marketed their products as tools for state surveillance and law enforcement. IBM and others assert they comply with legal requirements, sanctions, and export controls governing their operations in China.

The three-year investigation began with a trove of leaked internal emails and a database from Landasoft, a Chinese surveillance company previously linked to IBM. These materials illustrate how Landasoft’s software was central to the mass detention of Uyghurs in Xinjiang, used for targeting and monitoring individuals in a brutal campaign of forced assimilation. The revelations are underscored by the consistent mention of American firms, indicating their complicity and knowledge of these operations.

The gathered evidence includes thousands of classified documents, blueprints, and accounting records, sourced from a whistleblower, along with over 20,000 leaked emails from Landasoft. Marketing materials from various companies showcased technology explicitly designed for use by Chinese police forces and surveillance firms. Additionally, the investigation reviewed 4,000 Chinese procurement bids that documented purchases of American technology by local governments.

Experts on Chinese surveillance have reviewed the classified documents and deemed them authentic. Conor Healy, director of research affairs at IPVM, stated that the documents are “effectively inconceivable” to be illegitimate and align with other verified records of government technology deployment.

The investigation successfully navigated the challenges of sourcing information in China, where fear and extensive surveillance often silence dissent. Many sources contributed anonymously to protect their and their families’ safety, while reporters faced risks from the digital police state themselves, including being tracked and questioned.

The findings lay bare the evolution of predictive policing in China, a system enabling authorities to preemptively detain individuals suspected of potential crimes. By analyzing a wealth of data-from texts and calls to financial information and even energy usage-these technologies identify and forecast suspicious behaviors, further entrenching the state’s control over its citizens.

In sum, this investigation illustrates how American companies have facilitated the growth of the most sophisticated digital surveillance regime globally, fundamentally reshaping the landscape of policing in China. The implications of these partnerships warrant serious scrutiny regarding human rights and the ethical responsibilities of tech companies within authoritarian regimes.
