
Arunachal Cabinet’s Bold Reforms in Power and Education Unveiled
Marking a first for Arunachal Pradesh, the state Cabinet convened in Kibithu, the last outpost along the India-China border in Anjaw district. This meeting signified a strategic commitment to border area development and inclusive governance. Chief Minister Pema Khandu and his cabinet approved the establishment of a joint venture, M/s NEEPCO Arunachal Hydro Power Corporation Limited, in collaboration with the North Eastern Electric Power Corporation (NEEPCO). This joint venture aims to implement five major hydroelectric projects in the Shi-Yomi district: Tato I, Heo, Tato II, Naying, and Hirong, with Tato I and Heo already cleared for construction.
This initiative aligns with a broader plan to revive 13 large hydroelectric projects through memorandums of agreements signed with central public sector undertakings in 2023. To enhance local community benefits, the Cabinet approved amendments to the State Hydro Power Policy, 2008, and Local Area Development Fund Guidelines, 2022. Power producers will now be required to contribute 1% of free power directly to local development funds for areas affected by these projects.
In a significant decision, the Cabinet restored the 144 MW Gongri Hydroelectric Project to M/s Dirang Energy Private Limited, marking it as the first project revived under the newly introduced “Restoration of Terminated Large Hydropower Policy under Special Circumstances, 2025.” Additionally, the Department of Hydro Power Development will implement structural reforms, allocating work based on basin-wise assessments at various administrative levels. To support these changes, 84 technical and 12 non-technical posts have been sanctioned, reinforcing the government’s commitment to the declared “Decade of Hydropower.”
In the education sector, the Cabinet approved the Teachers’ Transfer and Posting Policy, 2025, which modernizes the previous version from 2019–2020. The new policy streamlines the transfers and postings of teachers and non-ministerial staff through a fully automated Teachers Registry Portal, emphasizing transparency and efficiency. Other educational approvals include the creation of 32 teaching and non-teaching positions for Arunachal Pradesh University in Pasighat and the introduction of the “Marking Scheme for Direct Recruitment Rules, 2025” for post-graduate and trained graduate teachers, ensuring compliance with national standards.
To bolster internal security, the Cabinet authorized the creation of 200 voluntary Home Guard posts under the Arunachal Pradesh Home Guards Rules, 2023, which will support police operations, particularly in high-traffic and sensitive areas. In governance, the Cabinet restructured the Arunachal Pradesh Civil Service, increasing Secretary posts from 3 to 8 and Additional Secretary roles from 8 to 13. The title of Extra Assistant Commissioner has been changed to Assistant Commissioner, and the Personnel Department is expected to report on cadre-related issues in the coming months.
The Cabinet also approved a tripartite agreement under Mission Karmayogi with the Government of India and the Capacity Building Commission, allowing for customized training programs for state employees aimed at improving public service delivery. Furthermore, Deputy Commissioners will now have the authority to suspend district officials under specific circumstances, and a new Mukhya Mantri Viksit Arunachal District Fellowship Program will deploy 35 fellows and 65 assistant fellows to aid in the attainment of development goals.
Other important decisions included framing the AP Boilers (Inquiry, Adjudication and Appeal) Rules, 2025, to streamline industrial safety governance, and amending recruitment rules for the Department of Land Management to align with the 7th Central Pay Commission norms. The Niglok Industrial Growth Centre will also undergo review to stimulate regional industrialization. Lastly, the Cabinet granted in-principle approval for the Sunrise Festival in Anjaw District, a proposed five-day cultural event around New Year designed to boost local tourism, marking the first sunrise in the country at Dong.
