Under Panchamurthi’s guidance, a counterfeit medical certificate was created, aided by a woman from Erukattanchery in Nagapattinam.
This fraudulent certificate was then presented to the Karaikal Municipality, where an employee named Chandrasekhar reportedly assisted in the issuance of a forged birth certificate.
