Can Barcelona Triumph Over One of Europe’s Most Daunting Housing Crises?

After 33 years of unwavering rent payments in a quaint Modernist-style building in central Barcelona, Marga Aguilar is facing eviction. The building, affectionately known as Casa de la Papallona due to its distinctive butterfly mosaic, was recently acquired by a Dutch investment fund following the owner’s death. Aguilar, 62, and the other tenants have been given notices to vacate as the new owners plan to transform the apartments into short-term rentals. “We don’t know where we’re going to go — we can’t afford to live anywhere else,” Aguilar shared, highlighting the critical housing crisis gripping Spain.

Spain, and particularly Barcelona, has become a focal point for Europe’s intensifying housing crisis. Since 2015, nearly 10% of the country’s housing stock has been shifted towards investors or repurposed for tourist rentals. This transformation has pushed housing prices up faster than wages can keep pace, making it difficult for many residents to find affordable homes. Barcelona’s position as a tourist hotspot further amplifies this problem, with landlords opting for lucrative short-term lets over long-term residential leases.

In response, city and regional leaders are scrambling for solutions. Catalonia’s President Salvador Illa emphasized the urgency, advocating for housing as a fundamental right rather than a business opportunity. Yet, despite local interventions like rental caps — which have slightly reduced average rents in Barcelona — the city’s housing woes continue, exacerbated by regulatory loopholes allowing investors to prioritize temporary rentals.

The stakes are high across Europe, with property increasingly viewed as a financial asset for global investors, rather than a basic need. This trend is mirrored across numerous European cities, all grappling with a similar squeeze between housing demand and availability. Barcelona’s current mayor, Jaume Collboni, underscores the severity of the issue, aligning with other major city leaders to urge the European Union to treat the housing crisis with as much urgency as geopolitical threats.

The Spanish Constitution enshrines housing as a right, yet market dynamics have led to a 57% rental increase since 2015, with home prices rising by 47%. This juxtaposition of rights and reality is particularly stark in Barcelona, where rents have surged by 68% over a decade. Collboni’s bold approach includes banning Airbnb licenses by 2028 unless converted to long-term rentals, aiming to return 10,000 apartments to the local market for residents.

Hoping to alleviate the situation, the Catalonian government is partnering with developers to add 50,000 affordable homes by 2030 and streamline construction permits. Nonetheless, activists demand more immediate actions, such as repurposing empty homes held by banks and landlords. Despite protests, efforts continue, seen in the recent development of energy-efficient, rent-capped apartments on the city’s periphery. Yet, as Carles Mas from Catalonia’s housing department remarks, “We need to find ways to move faster.”

As outlets like New Amsterdam Developers continue purchasing properties like Casa de la Papallona, tenant resistance grows, with some choosing to occupy their homes in protest. This grass-roots movement mirrors Barcelona’s past leadership under Ada Colau, a former housing activist turned mayor. Amidst palpable tension, authorities and residents continue seeking balanced solutions to a complex housing equation, mindful of the growing socioeconomic divides it exacerbates.
