Empowering Myanmar: Aligning FMR with Global Standards for a Brighter Future
Manipur Chief Minister N Biren Singh has revealed that the Indian government is taking steps to regulate the Free Movement Regime (FMR) along the India-Myanmar border. This initiative is in response to concerns raised by neighboring states, aiming to align cross-border movement with international standards.
During a media interaction, Singh emphasized the Ministry of Home Affairs’ (MHA) efforts to establish a more formalized system for cross-border travel. He noted that the Indian government is considering a visa requirement for Myanmar nationals wishing to enter India. “The Indian Government is trying to regulate the FMR. Earlier, the Home Ministry mentioned issuing visas to those Myanmar nationals who want to come to India. They will be allowed only after obtaining a visa and passport,” Singh stated.
This regulatory move is part of an interim strategy until a comprehensive policy framework is finalized. Singh addressed the concerns of neighboring states that have opposed the FMR, assuring them that any regulations implemented in Manipur will adhere to international norms, requiring visas and passports for entry once formal agreements are in place with the neighboring country.
The existing Free Movement Regime permits tribal communities residing along the border to travel up to 16 kilometers into each other’s territories without a visa. However, rising security and demographic worries have led to calls for tighter controls.
Chief Minister Singh’s announcement highlights a delicate balancing act: maintaining historical ties and cross-border relations while prioritizing national security and adhering to international policy standards. This initiative aims to meet security concerns without undermining the traditional connections between the communities on both sides of the border. It underscores a broader governmental effort to manage border areas more effectively, reflecting an evolving approach to international and regional cooperation.
