Nine Pressure Groups in Meghalaya Vow to Independently Enforce MRSSA

SHILLONG, July 24: In a decisive move, nine pressure groups from Khasi-Jaintia Hills and Garo Hills have resolved to independently implement the Meghalaya Residents Safety and Security Act (MRSSA) of 2016, aiming to curb the influx of migrant laborers and illegal immigrants. The resolution was made during a meeting in Shillong, attended by representatives from KSU, FKJGP, HNYF, RBYF, JSU, GSU, FAF, AJYWO, and ADE.

KSU president Lambokstarwell Marngar communicated their frustration over the government’s lack of action despite the Act’s establishment in 2016. Marngar criticized Chief Minister Conrad K. Sangma for misleading claims about the ongoing implementation of the Act, stating that the government has not pushed for the necessary amendments or the implementation of the Inner Line Permit (ILP) since the 2019 Assembly resolution.

HYNF president Sadon K Blah attributed the government’s inaction to potential negative impacts on its vote banks. Blah highlighted that while the government had indicated progress through land acquisitions for entry and exit points, no concrete steps have been taken. The infrastructure established in Ri-Bhoi during the Covid-19 pandemic was deemed misleading by Blah regarding its purpose to enforce MRSSA.

Expressing dissatisfaction, Blah emphasized that the Chief Minister’s recent statements seemingly challenge the provisions of MRSSA and the Inter-State Migrant Workmen Act of 1979. He asserted that invoking amendments as an excuse is unacceptable since the principal Act has yet to be implemented.

FKJGP president Dundee Cliff Khongsit underscored the long-standing demand for robust legislation to manage the influx problem. He announced that the groups would launch a proactive drive to ensure compliance with MRSSA, owing to the government’s apparent indifference towards tracking migrant laborers.

The pressure groups’ initiative reflects their commitment to enforcing MRSSA autonomously, spotlighting governmental inaction on critical legislative measures necessary for Meghalaya’s security and demographic stability.
