NGT Demands Explanation from Wokha DC on Plastic Waste at Doyang Dam

The Eastern Bench of the National Green Tribunal (NGT) in Kolkata has mandated the Deputy Commissioner (DC) of Wokha to explain the delay in submitting a counter-affidavit regarding significant plastic waste accumulation at the Doyang Dam. The DC is also required to attend the virtual proceedings set for January 14, 2025.
This case was initiated by the NGT Principal Bench in New Delhi after a news article, "Plastic waste deposits in Doyang Dam," published on June 2, 2024, highlighted concerns about compliance with the Environment Protection Act, 1986, and the Water (Prevention and Control of Pollution) Act, 1974. The issue was transferred to the Eastern Bench due to Nagaland’s jurisdiction.
In the preceding hearing on September 9, directives were issued to the Central Pollution Control Board (CPCB), Nagaland Pollution Control Board (NPCB), the Ministry of Environment, Forests, and Climate Change (MoEF&CC), and the Wokha DC to furnish counter-affidavits within four weeks. However, at the November 21 hearing, CPCB and NPCB requested more time for their submissions, while the absence of representation from the Wokha DC prompted the tribunal to demand an explanation and ensure the DC’s presence in the forthcoming session.
In response to escalating concerns, viral videos, and news reports, a ‘Clean Doyang Mission’ was initiated on June 8, drawing participation from various departments and organizations. The campaign concluded on June 12, with officials terming it a resounding success.
The ongoing legal scrutiny underscores the imperative of robust environmental governance, emphasizing accountability and proactive measures to safeguard the ecological health of treasured resources like the Doyang Dam. The forthcoming proceedings are expected to bring further clarity and enforce responsibility in addressing environmental challenges in the region.
