Rollins, with a background in agriculture from Texas A&M University and her family’s farming roots, previously served in Trump’s administration as the Director of the Domestic Policy Council and the Office of American Innovation.
The Department of Agriculture, which oversees more than just farm policy, including nutrition programs and rural development, will face significant shifts under Rollins. The Heritage Foundation’s Project 2025 manifesto has labeled the department’s mission as overly broad, advocating for reduced farm subsidies and transferring nutrition programs to the Department of Health and Human Services. Although Trump has distanced himself from these recommendations, he hasn’t provided a comprehensive agricultural policy yet.
Rollins’ nomination came after speculation that Trump might choose Kelly Loeffler, a former senator and prominent donor, and underscores how nomination decisions can change swiftly under Trump’s leadership. Rollins is expected to drive efforts to protect U.S. farmers amid potential international trade tensions and is tasked with navigating the reauthorization of a stalled farm bill.
