Urgent Action: Assam Government Halts Jal Jeevan Mission Over Quality Concerns and Delays
The Assam government has issued an official order to temporarily suspend all activities under the Jal Jeevan Mission (JJM) across the state, effective immediately. This decision follows mounting concerns and speculation regarding the possible closure of the mission in Assam, which are now substantiated by an official directive citing quality issues and deadline non-compliance.
The directive, signed by Kailash Karthik N., Secretary to the Assam Government and Mission Director of JJM, establishes a “standstill period” for all ongoing projects. This halt impacts officials at various levels, including Chief Engineers and contractors involved in the mission.
The decision stems from contractors’ failure to meet the mandated six-month deadline for completing Single Village Schemes under JJM. Repeated requests for deadline extensions have highlighted significant concerns about insufficient project management and quality assurance. The Public Health Engineering Department noted that Third Party Inspection Agencies responsible for oversight did not effectively execute their duties. Consequently, a comprehensive audit of ongoing and completed projects has been ordered. This audit will aim to identify deviations, evaluate contractor performance, and uncover the root causes of delays.
“The objective is to ensure that all projects meet the standards set by Jal Jeevan Mission, the Government of Assam, and the Ministry of Jal Shakti, Government of India,” the directive stated.
During the suspension period, contractors are instructed to secure unused project materials such as pipes, tanks, and steel rods, with their safety being the contractors’ responsibility. The directive also urges the immediate finalization of documentation for completed projects awaiting handover to relevant authorities. For projects in the trial phase, district authorities have been tasked with expediting necessary procedures.
Operational projects will continue without disruption. However, this temporary suspension could significantly hinder Assam’s efforts to provide piped drinking water to rural households, a critical goal of the Jal Jeevan Mission.
