Indian Navy Chief Warns: 25 Conflicts in 2025 Fuel War Acceptance

Chief of Naval Staff Admiral Krishna Swaminathan warned on Tuesday that military force is increasingly being used as an instrument of national policy, calling on India to strengthen indigenous defence capabilities, bridge critical technology gaps and maintain operational readiness in a more uncertain global security environment. Speaking at the Delhi Defence Dialogue, he said the international security landscape had shifted significantly, with countries showing a growing willingness to use military force to settle disputes.

“Growing geopolitical tensions have inflamed a lot of old historical fault lines, and today we find the use of force as an acceptable instrument of national policy. In fact, it’s not just an acceptable instrument, it is a preferred instrument,” Swaminathan said.

He pointed to around 65 state-based conflicts recorded in 2025, the highest number since records began in 1946. “The instances of armed conflict are just increasing,” he said, adding that the world’s tolerance for employing force to resolve conflicts and differences was rising, meaning more and more armed conflict is being accepted.

Referring to the ongoing Russia-Ukraine conflict, the Navy chief highlighted the importance of developing domestic defence capabilities, particularly as disruptions to global supply chains could affect military preparedness. He also drew attention to the growing influence of non-state actors, noting that the democratisation of technology had made advanced capabilities accessible to both “good boys” and “bad boys,” PTI reported.

Swaminathan called for identifying and addressing critical capability gaps while increasing investment in research and development. He stressed the need to prioritise niche and emerging technologies to strengthen India’s defence preparedness.

He also underlined the importance of translating technological advancements into operational capabilities within a reasonable timeframe, saying innovation must deliver tangible benefits to the armed forces.
