Manipur CM: Skill Development Key to Unlocking Youth Employment
Manipur Chief Minister Yumnam Khemchand Singh on Thursday underscored the importance of skill development and self-help groups in improving rural livelihoods, empowering women and creating employment opportunities for the youth of the state.
He was speaking at a Memorandum of Understanding (MoU) signing ceremony under the Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) 2.0, organised by the Manipur State Rural Livelihoods Mission (MSRLM) at the Manipur Secretariat in Mantripukhri, Imphal.
Recalling his tenure as Minister of Rural Development and Panchayati Raj, the Chief Minister appreciated the dedication of departmental officials and staff, noting that he had made efforts to resolve issues brought to his attention during that period.
Highlighting the impact of self-help groups and livelihood training, he said such initiatives had brought positive changes to the lives of rural women across the state.
The Chief Minister also stressed the need to equip young people with employable skills, observing that the government alone could not provide jobs to every youth. Programmes such as DDU-GKY, he said, play a crucial role in preparing candidates for employment and connecting them with job opportunities.
Sharing achievements under DDU-GKY 1.0 during the 2019–2025 Action Plan period, the Chief Minister said around 8,866 candidates had been trained and 5,946 placed in employment in Manipur. Expressing gratitude to the Union Government for its support, he described the placement of nearly 70 percent of trained candidates as an encouraging achievement for the state.
Khemchand Singh expressed hope that DDU-GKY 2.0 would build on these achievements and provide greater employment opportunities for the youth in the coming years.
During the ceremony, MSRLM signed MoUs with NABARD Consultancy Services (NABCONS), which will serve as the Project Appraisal Agency, along with service providers managing Migration Support Centres in Delhi-NCR, Bengaluru and Hyderabad, and 20 newly empanelled Project Implementing Agencies.
The agreements will facilitate the implementation of 21 projects under DDU-GKY 2.0. The programme also featured success stories shared by candidates who secured placements through the first phase of the scheme.
Deputy Chief Minister and Minister-in-Charge of Rural Development and Panchayati Raj Nemcha Kipgen joined the programme through video conference. Chief Secretary Rajeev Singh Thakur, Commissioner of RD&PR Sumant Singh and officials from MSRLM were also present on the occasion.
