Delhi Police on Friday detained Abhijit Dipke, founder of the Kokroch Janata Party, from his residence just minutes before he was to lead a march titled “Lahra Do Tiranga” at Central Park in Connaught Place, as the administration maintained a hard line against protests in the capital. The same day, 29-year-old student leader Neha Barak was detained near Jantar Mantar, and several other demonstrators and activists were taken into custody as they attempted to march under the leadership of the Kokroch Youth Movement.
It is the second time within a week that Dipke has been detained. He was earlier held after arriving in Delhi from Mumbai to protest against Chief Election Commissioner Gyanesh Kumar over alleged tampering with voter lists during the Special Intensive Revision of electoral rolls.
The latest action follows a series of measures against the outfit. On October 13, two members of the Kokroch Janata Party, Saurav Das and Ashutosh Ranka, were detained for entering Jantar Mantar carrying the national flag and remanded to judicial custody for five days. The detentions came a day after the authorities withdrew the recognition of Jantar Mantar as a designated protest site. In response, Dipke had announced the “Lahra Do Tiranga” march to demand the release of the two detained members and to assert the right to protest.
At the time of his detention, police told Dipke plainly, “You cannot go to New Delhi. We are detaining you.” Dipke shot back, “I cannot go to New Delhi — can I not go elsewhere either? Which law have I broken?”
Before picking him up, Delhi Police had visited his home and served a notice against the march. Issued under Section 163 of the Bharatiya Nagarik Suraksha Sanhita, the notice stated that prohibitory orders were in force around Connaught Place, one of Delhi’s busiest commercial districts, and that the New Delhi Municipal Council had not granted permission for the proposed Tiranga Yatra. It warned that any march held by the Kokroch Janata Party would be treated as a violation of the law.
Police also told the 31-year-old Dipke, who was dressed in a white T-shirt bearing an image of Mahatma Gandhi and jeans, that flying or displaying the national flag was not an offence in itself. However, they cautioned that holding a march or assembling crowds without permission could breach the prohibitory orders in force, and that any such action would invite legal measures. He was also reminded to show due respect to the national flag and comply with the Flag Code.
A video of the exchange at Dipke’s residence shows him seated before a police officer, asking, “What kind of allegations have you levelled against me?” With a small national flag slung over his shoulder, Dipke sits on a yellow sofa the colour of an egg yolk, several papers lying on the glass table in front of him. He is seen examining the documents, reading out portions of them and engaging in an argument with the police.
