The Manipur Cabinet has approved one-time humanitarian assistance of Rs 10 lakh each for the next of kin of 49 people who have remained missing since violence began in the state on May 3, 2023. The decision, taken at a Cabinet meeting chaired by Chief Minister Yumnam Khemchand Singh on Thursday, will cost Rs 4.90 crore and will be funded by the state government.
According to an official statement, the 49 individuals remain untraced despite continued search efforts, leaving their families in prolonged hardship. The assistance is intended for their next of kin as a one-time special humanitarian measure. Families of people who died in the violence had already received Rs 10 lakh each.
The Cabinet also revised ex-gratia payments for Army and Central Armed Police Forces personnel killed or injured in extremist violence or related operations in Manipur. Under the new rates, personnel killed in action will receive Rs 10 lakh, those suffering permanent disability Rs 2 lakh, those sustaining grievous injuries Rs 1 lakh, and those suffering simple injuries Rs 20,000.
The previous rates, introduced in 2006, provided Rs 2 lakh for death and Rs 10,000 for injury. The government said Army and CAPF personnel work alongside the state police and face similar risks, with the expenditure to be borne by the state.
In other decisions, the Cabinet approved the formation of the Fifth Manipur State Finance Commission for 2026-27 to 2030-31. It will comprise a chairperson, members with experience in public affairs and a secretary.
The Cabinet also increased the monthly pension for retired journalists from Rs 8,000 to Rs 10,000. The family pension for eligible beneficiaries has been raised from Rs 5,000 to Rs 7,000.
