Manipur: Naga MLAs Demand Action — Kuki Militant, Nemcha Kipgen

Manipur Deputy Chief Minister Losii Dikho and eight other Naga MLAs have written to Union Home Minister Amit Shah demanding the immediate arrest of Thangboi Kipgen and action against Deputy Chief Minister Nemcha Kipgen, alleging that Thangboi leads the Kuki National Front-Progressive (KNF‑P) and is Nemcha Kipgen’s husband. The memorandum, signed by a total of nine sitting Naga legislators, accuses the KNF‑P and other Kuki armed groups of violating ceasefire terms and attacking civilians, and urges the Centre to revoke the Suspension of Operations (SoO) agreements with all Kuki outfits.

The Naga lawmakers specifically accused the office of Deputy Chief Minister Nemcha Kipgen of colluding with her husband’s armed group and sought official action against her. The memorandum, as reported, did not attach written proof to substantiate the allegations of collusion.

Citing recent violence, the legislators pointed to an ambush on IT Road in which four Naga civilians were killed on August 27, and said bodies from an earlier attack remained unclaimed at the mortuary of the state‑run Jawaharlal Nehru Institute of Medical Sciences, Imphal. They also cited an April 18 ambush on National Highway‑202 linked to protests over the TM Kasom attack in which two Naga people were killed, and a Langka village raid on August 14 in which two Naga farmers were killed and the village was burned.

The group urged the Union government to treat these incidents as evidence that SoO arrangements have been breached and that decisive action is needed to protect civilians. They argued that Kuki armed groups have exploited the truce to continue operations and therefore the suspension agreements should be cancelled.

The Naga MLAs warned that, unless the Centre and state authorities take action, they can no longer justify supporting the Manipur government and would pursue further measures to safeguard the safety and interests of the state’s people. In the 60‑member Manipur Legislative Assembly, the lawmakers note, nine seats are currently held by Naga MLAs and 19 seats are reserved for Scheduled Tribes.
