A Delhi court on August 29, 2026, took cognisance of the National Investigation Agency’s (NIA) chargesheet in the Red Fort blast case that killed 11 people and injured several others, and listed the matter for further hearing on September 9, 2026. The NIA has accused 13 people in connection with the November 10, 2025, car-bomb explosion near Delhi’s Red Fort, which the agency says was a high‑intensity Vehicle‑Borne Improvised Explosive Device (VBIED) blast that triggered a nationwide security alert and caused extensive property damage.
The agency initially filed a voluminous chargesheet of about 7,500 pages against 10 accused under provisions of the Unlawful Activities (Prevention) Act (UAPA), the Bharatiya Nyaya Sanhita (BNS), the Explosive Substances Act, the Arms Act and the Prevention of Damage to Public Property Act. The NIA says the accused were allegedly linked to Ansar Ghazwat‑ul‑Hind (AGuH), described by investigators as an offshoot of Al‑Qaida in the Indian Subcontinent (AQIS).
Among those named in the original chargesheet was the alleged mastermind, Dr Umer Un Nabi, a Pulwama‑based former assistant professor of medicine at Al‑Falah University in Faridabad, Haryana; the NIA has sought abatement of charges against him following his death in the blast. Other initial accused include Aamir Rashid Mir, Jasir Bilal Wani, Dr Muzamil Shakeel, Dr Adeel Ahmed Rather, Dr Shaheen Saeed, Mufti Irfan Ahmad Wagay, Soyab, Dr Bilal Naseer Malla and Yasir Ahmad Dar.
The NIA says its probe covered Jammu and Kashmir, Haryana, Uttar Pradesh, Maharashtra, Gujarat and the Delhi‑NCR region, examining 588 witnesses, more than 395 documentary records and over 200 seized exhibits and material objects. On June 27, 2026, the agency filed a supplementary chargesheet adding three more accused — Zameer Ahmad Ahanger, Tufail Ahmad Bhat and Muzafar Ahmad (also known as Faraz or Zafar) — bringing the total to 13.
The NIA alleges that absconding accused Muzafar Ahmad, a paediatrician and elder brother of co‑accused Adeel Ahmed Rather, was a founding member of “AGuH Interim” and one of the principal architects of the conspiracy alongside Umer Un Nabi, Muzamil, Adeel and Mufti Irfan. Investigators say Muzafar attended a clandestine Eidgah meeting in Srinagar in June 2022 where the AGuH Interim module was formed.
The agency further contends Muzafar helped manufacture, test and store TATP‑based IEDs at a covert facility it alleges was run by Umer and Muzamil at Al‑Falah University. A non‑bailable warrant has been issued for Muzafar and efforts to trace and arrest him are ongoing, the NIA said. The probe also alleges Zameer acted as an overground worker and courier for arms, ammunition and cash, while Tufail — a former LeT overground worker — allegedly procured and delivered an AK‑47, a Krinkov rifle, a pistol, magazines and live rounds to Umer for about Rs 3 lakh.
The NIA says it has established linkages among the accused through multidisciplinary scientific methods, including forensic examinations, geo‑location mapping of alleged conspiracy sites and detailed financial‑trail analysis.
