Manipur Tension: Kuki Chiefs Oppose Proposed IRB HQ in Tengnoupal
Imphal: The Kuki Chiefs’ Association (KCA) of Tengnoupal district has urged the state government to halt plans to build the headquarters of the 11th Indian Reserve Battalion (IRB) at Saivom village until complete peace and normalcy return to Manipur. The KCA says a construction tender was issued without consulting local residents or civil society groups and has demanded the project be deferred.
The Manipur Police Housing Corporation Limited published a tender on August 12, 2026, inviting bids for Phase I of the 11th IRB headquarters at Saivom. The work specified in the tender includes a mount barrack, a barrack and a police store; the estimated contract value is Rs 39,43,838 and the earnest money deposit is Rs 78,900. The last date for submission of bids is August 20, 2026.
The KCA reiterated its firm stance that no military or paramilitary headquarters should be established in Tengnoupal district until the state achieves full peace and normalcy. The association charged that authorities repeatedly ignored earlier representations and local grievances about security deployments in sensitive areas.
Warning of local resistance, the KCA said civil society organisations and community leaders would oppose any ground-level execution of the project, regardless of whether a formal contract is awarded. It also cautioned the state government and prospective contractors that they would be held responsible for any untoward incidents that might arise should construction proceed.
The association argued that moving forward with infrastructure projects amid ongoing regional divisions risks deepening alienation rather than solving security problems on the ground. Local leaders, the KCA said, want meaningful consultation and a clear restoration of peace before any such security-related infrastructure is established in the district.
