Assam’s Rs 1.5 Lakh Crore Infrastructure Push: Bold 5-Year Plan
Assam Chief Minister Himanta Biswa Sarma on August 15, 2026, announced that the state will invest Rs 1.50 lakh crore in infrastructure over the next five years, mobilising Rs 50,000 crore from state resources and seeking an additional Rs 1 lakh crore from the Centre. The plan, Sarma said after hoisting the national flag at Guwahati’s 80th Independence Day ceremony, aims to accelerate development between 2026 and 2031.
The investments will prioritise roads, schools, urbanisation, rural development and other major infrastructure projects, the chief minister added, saying the package is designed to strengthen connectivity and public services across Assam. Officials will reportedly draw up project lists and funding schedules during the five-year period.
Sarma said the government’s long-term goal is a “Viksit Assam” by 2047 and noted that the state’s economy has nearly tripled over the past decade. Pointing to an upcoming semiconductor facility, he said Assam was shifting from “chai to chip” as it positions itself to attract advanced industries and technology investment.
Acknowledging Assam’s turbulent past, Sarma said the state had endured decades of insurgency and lacked some natural advantages, but that the “Assam model of development” — focused on infrastructure, investment and growth — is now emerging as a successful approach.
Condoling recent flood-related deaths and damage, particularly in eastern Assam, the chief minister assured there would be no shortage of funds for rehabilitation of affected people and areas. He announced a 30-day special crackdown on child marriage starting November 1, 2026, saying the government will continue efforts to eradicate underage marriages and polygamy.
Sarma also announced creation of a new Youth Development and Empowerment Department to boost skills and overall youth development, and said eight new co-districts will be formed. He pledged to clear pending government files in “mission mode” to speed implementation.
On the upcoming Census, Sarma appealed to residents from other parts of India who have assimilated into Assamese society to record Assamese as their mother tongue, while urging respect for linguistic identities in Barak Valley and among tribal communities. He further said Assam will commemorate 800 years of Swargadeo Chaolung Sukapha’s arrival in 2028, marking the historical figure’s role in the state’s integration.
