Meghalaya Cabinet Clears Game-Changing State Paper for MCS Exam
Shillong, Aug 14: The Meghalaya Cabinet on Friday approved recommendations from an expert committee led by former UPSC chairman David Syiemlieh to introduce a dedicated state-specific paper-proposed as Paper VI-in the Meghalaya Civil Service (MCS) competitive examination. The move aims to ensure new recruits possess a focused and comprehensive understanding of the state’s unique social, cultural and administrative landscape.
Chief Minister Conrad K. Sangma said he had received the committee’s report and shared the development on social media. The proposed Paper VI will concentrate exclusively on Meghalaya and cover the state’s history, culture, traditional institutions and systems, society, economy and other aspects considered essential for informed governance.
Sangma described the initiative as a measure to strengthen the knowledge base of MCS officers. “The objective being that MCS officers must have knowledge of the state, including its history, its culture, its different systems, and different economic aspects,” he said after the Cabinet meeting.
The expert committee, chaired by Syiemlieh, was tasked with examining the proposal and recommending the new paper’s structure and scope. Cabinet approval clears the way for including the Meghalaya-specific paper in the MCS examination, although officials said further procedural steps will be required before implementation.
Policymakers and officials have increasingly emphasised the need for state-specific knowledge among civil servants, noting that Meghalaya’s traditional institutions, customary practices and distinctive social composition play a significant role in local governance and administration.
The proposed paper is expected to give prospective civil servants a structured grounding in these dimensions before they enter service. It is also intended to encourage MCS aspirants to develop a deeper understanding of the state’s historical evolution, cultural diversity, traditional governance systems and economic challenges.
The Cabinet decision was among several measures approved during its meeting on Thursday. IANS.
