LTVC Urges Sikkim MPs to Strongly Demand LT Seat, Tribal Status

The Limboo Tamang Voluntary Committee (LTVC) has urged Sikkim’s two members of Parliament to press the Centre during the ongoing Monsoon Session to grant Scheduled Tribe (ST) status to 12 “left-out” communities and to secure reservation of a Limboo‑Tamang (LT) Assembly seat, the group said in a media statement on Saturday, July 25, 2026. Sikkim’s Lok Sabha MP is Indra Hang Subba (SKM) and its Rajya Sabha MP is D.T. Lepcha (BJP).

The LTVC said a State‑level High Level Committee, headed by Anthropological Survey of India director Prof. B.V. Sharma, prepared a fresh ethnographic report recommending ST status for the 12 communities. That final report was submitted to the Chief Minister in August 2025, unanimously adopted by the Sikkim Legislative Assembly, and forwarded to the Union Ministry of Tribal Affairs, the Ministry of Home Affairs, and the Office of the Registrar General of India (ORGI), the committee noted.

The LTVC asked whether ORGI has accepted the new ethnographic report and requested clarity on the current status of the Centre’s examination. The group pressed for a timeline on when the 12 communities will be formally granted Scheduled Tribe status.

On the Limboo‑Tamang Assembly seat, the LTVC described the matter as unresolved for 26 years despite constitutional provisions. The committee accused the SKM government of failing to pass any resolution or bill that establishes a concrete seat‑sharing formula from the Sikkim Legislative Assembly. The LTVC also pointed to directions in the Supreme Court’s orders in Writ Petition (Civil) No. 443 of 2017 and Writ Petition (Civil) No. 187 of 2019 (Yehang Subba & Anr. v. Union of India & Ors.), dated November 23, 2023, which instructed the Union Government to take recourse for proportional representation of the Limboo‑Tamang community in the state assembly.

Calling the delay a “serious administrative failure” by both state and central authorities, the LTVC demanded that Sikkim’s MPs raise these issues forcefully with a concrete formula and urge the Centre to bring the necessary constitutional amendment and seat‑sharing mechanism during this Parliament session. The committee framed the demands as matters of identity, justice and constitutional rights for the people of Sikkim.
