The Maharashtra government on Friday launched a five‑star rating system for hospitals under the state Public Health Department, aiming to improve service standards and accountability while giving citizens a clear, comparable assessment of government health facilities. The scheme, rolled out through an official government order, will rate hospitals from zero to five stars based on performance against core health indicators and will cover 623 state government health institutions across Maharashtra.
Hospitals will be evaluated on five broad criteria: availability and responsiveness of services; diagnostic facilities and availability of essential medicines; overall hospital performance; standards of medical care; and patient amenities and feedback. Each facility will be assessed using ten qualitative indicators, and the framework allows half‑star increments to reflect partial compliance. Facilities that meet all prescribed criteria will receive a full five‑star rating; those that fail to meet any required standard may receive no stars.
The review will pay particular attention to operational essentials: at least 80 percent availability of specialty services, adequate presence of doctors and staff, uninterrupted supply of essential drugs, and functioning laboratory, X‑ray and ECG facilities. Non‑clinical factors such as cleanliness, safe drinking water and patient amenities will also be considered, along with patient feedback collected by telephone.
Assessments will be carried out twice a year — in January and August — through physical inspections and verification of hospital records and data by the Public Health Department. Hospitals that achieve four stars or higher will receive formal recognition certificates as an incentive to maintain high standards.
The rating system will apply to a wide range of public facilities, including district hospitals, general and women’s hospitals, sub‑district and rural hospitals, trauma care centres and ESI hospitals. Officials say the programme is intended to set clear quality benchmarks, increase accountability, foster healthy competition among government hospitals and strengthen public confidence in government health services.
