Assam’s 3-Generation Rule for Govt Land Allotment: Impact Explained

Guwahati: The Assam cabinet on Friday approved a key amendment to the state’s 2019 land policy that restricts recognition as “landless persons” — and eligibility for government land allotment — to families who have been residing in Assam for at least three generations. Chief Minister Himanta Biswa Sarma said the change “seeks to redefine eligibility under the land settlement policy.” The amendment includes an exemption for those who migrated to Assam as refugees before March 24, 1971, provided they produce valid documentary evidence.

The three‑generation requirement narrows the pool of applicants who can claim government land under the settlement scheme, effectively prioritising long‑standing resident families. Officials say the clause is intended to formalise who qualifies as landless for allotment; critics and advocates alike are likely to scrutinise how “three generations” will be defined and verified in practice.

The cabinet also revalidated administrative approval of Rs 474.25 crore for construction of a four‑lane flyover at Mission Chariali in Tezpur. The project is aimed at easing traffic congestion and improving connectivity in the town, where growing vehicle volumes have strained existing infrastructure.

In the education sector, the government approved the reconstitution of the Assam State Higher Education Council (ASHEC), a move that may affect higher‑education oversight and policy coordination in the state. The cabinet further decided to make permanent the posts created under the Assam Venture Educational Institutions (Provincialisation of Services) Act, 2011, as amended in 2013, effectively retaining staff positions brought into the government framework under the provincialisation process.

Taken together, the decisions signal a focus on consolidating land‑settlement rules, upgrading transport infrastructure and stabilising staffing in state‑run education institutions. The government has asked departments to prepare implementation details and verification procedures for the land policy amendment and related approvals.
