A US official, speaking to AFP on condition of anonymity, said Mr. Trump had wanted to sign the document personally “because he wanted to show his dedication to the process.” The document itself is short: Vance told CNN the MoU “is about a page and a half, so it is a very general document,” acknowledging it leaves the most difficult issues for later negotiations.
Vance said the memorandum deliberately defers the thorniest questions — notably Iran’s nuclear program — to subsequent talks. He said on NBC that US and international nuclear inspectors would be allowed back into Iran to assist in destroying enriched uranium, a step Vance presented as part of a technical implementation phase.
Vance is scheduled to lead those technical talks this week and to attend the expected physical signing in Geneva. Trump, speaking from the G7, indicated the text would likely be released after Friday; US officials said it would be published “in the next 24–48 hours.”
The MoU’s brevity and the officials’ cautious timeline signal the agreement is intended as a framework rather than a final settlement. Supporters may view the inspectors’ return and the commitment to destroy enriched uranium as tangible progress; critics will point to unresolved details and the deferred handling of core disputes.
