Assam’s Bold Push to Energy Surplus: CM Announces Power Reforms
Assam Chief Minister Himanta Biswa Sarma on Monday announced a package of major power-sector reforms aimed at converting the state from an energy-dependent region into an energy-surplus state, after chairing a high-level review meeting with stakeholders from the electricity sector. The government said it has drawn up an ambitious roadmap to ensure reliable and affordable power, strengthen state utilities and accelerate a shift toward cleaner energy sources.
Key decisions include plans to list Assam Electricity Grid Corporation Limited (AEGCL) and Assam Power Generation Corporation Limited (AGCL) on the stock exchange so the utilities can tap capital markets and raise funds for expansion and modernization. The move is presented as a means to mobilize resources for grid upgrades, generation projects and other investments needed to meet growing demand.
The state has set a target to cut Transmission and Distribution (T&D) losses from about 13% at present to 8% within the next few years. The Chief Minister reiterated a zero-tolerance policy on power theft and called for strict enforcement measures and operational improvements to reduce losses and improve billing efficiency.
To bolster energy security and grid stability, the government will explore expanding pumped storage project capacity — facilities that store energy by moving water between reservoirs to balance supply and demand — and will fast-track all ongoing power projects. Officials will also study the feasibility of developing small hydroelectric projects across Assam to diversify generation and add renewable capacity.
The announced initiatives form part of a broader strategy to build a more robust, efficient and sustainable power sector capable of meeting future energy needs while promoting clean energy generation, the government said. If implemented, the reforms aim to improve reliability for consumers, attract investment into Assam’s power infrastructure and support long-term economic growth.
