Gauhati University Refutes 4x Fee Hike Claims for Affiliated Colleges
Gauhati University on Wednesday issued an official clarification denying reports that the revised fee structure for the newly introduced Four-Year Undergraduate Programme (FYUGP) represents a “four-fold” increase, calling such claims misleading and not grounded in fact. The university said the allegations, levelled by the Assam College Principals’ Council (ACPC), do not reflect the regulatory rationale behind the change.
According to the university, the Standard Operating Procedure (SOP) for implementing the fourth year under FYUGP includes a one-time permission fee for the newly added academic year. The university emphasized this is a continuation of the same regulatory practice that has been followed since 2018, not a fresh or arbitrary levy.
Officials explained that under the 2018 fee framework every new college paid separate one-time permission fees when launching the first, second and third years of a programme. Mirroring that established principle, a similar one-time permission fee has been applied for the fourth year now introduced across affiliated colleges.
Gauhati University clarified there is no additional affiliation fee required specifically for extending a programme from three years to four. It said affiliation fees are programme-specific and determined by course approval processes, not by the number of years or semesters in a course, so an extension to a four-year degree does not attract a separate affiliation charge.
The university noted that the current revision of affiliation and permission fees is the first since 2018 and was implemented following recommendations by the university’s Finance Committee, a statutory body. It stated the overall increase in affiliation and permission fees is roughly 15 percent over the seven-year period and was proposed to meet growing administrative and academic needs.
Reaffirming its commitment to the National Education Policy (NEP) 2020, Gauhati University said it will continue to work with affiliated colleges to ensure academic quality, transparency and institutional development in Assam’s higher education sector.
