The National Investigation Agency (NIA) has filed a 7,500‑page chargesheet against 10 accused in the Red Fort area car‑bombing that killed 11 people and injured several others on November 10, 2025. The chargesheet was submitted before the NIA special court at Patiala House Courts in New Delhi and accuses the suspects of involvement in a high‑intensity vehicle‑borne improvised explosive device (VBIED) attack near the Red Fort.
The blast on November 10, 2025 caused extensive property damage in addition to the casualties, according to the agency. Investigators say the device was a VBIED and have described the incident as part of a larger, premeditated terror conspiracy.
The NIA alleges all 10 accused are linked to Ansar Ghazwat‑ul‑Hind (AGuH), which investigators describe as an offshoot of Al‑Qaeda in the Indian Subcontinent (AQIS). The chargesheet lists offences under multiple laws, including the Unlawful Activities (Prevention) Act, the Bharatiya Nyaya Sanhita, the Arms Act, the Explosive Substances Act and the Prevention of Damage to Public Property Act.
Among those named is the alleged mastermind, Umer Un Nabi, who was killed in the blast and has been identified by investigators as a former assistant professor at a private university in Faridabad. The chargesheet also names several other suspects from Jammu & Kashmir, Haryana and Delhi.
Officials say the prosecution file is supported by evidence gathered in a multi‑state probe covering Jammu & Kashmir, Delhi‑NCR, Haryana, Maharashtra, Gujarat and Uttar Pradesh. The investigation, the NIA says, includes hundreds of witness statements, forensic reports, seized materials and documentary evidence.
The agency further alleges that the accused were radicalised by AQIS/AGuH ideology, regrouped at a clandestine meeting in Srinagar in 2022 and formed a new cadre called “AGuH Interim.” Investigators contend the group sought to destabilise the government, recruit members, stockpile arms and explosives, and experiment with constructing improvised explosive devices (IEDs).
The NIA states the explosive used in the Red Fort attack was triacetone triperoxide (TATP), reportedly manufactured from commercially procured chemicals after multiple experimental trials. The agency also alleges procurement of prohibited weapons, including assault rifles and pistols, and experimentation with rocket‑ and drone‑mounted IEDs intended to target security installations in Jammu & Kashmir and elsewhere.
Forensic examinations, DNA analysis, voice sampling and digital evidence are cited as key to identifying the accused and reconstructing the conspiracy. To date, 11 people have been arrested in connection with the case, while efforts continue to locate other suspects said to be absconding.
