Assam Rifles arrested an NSCN (Khango) cadre and an over-ground worker (OGW) during an intelligence-led operation on April 28 in the Rima-Putok Circle of Changlang district, Arunachal Pradesh, officials said. The two detainees-identified as NSCN (Khango) member Kamnong Pangtha and Changlang-based OGW Gopang Negimu-were taken into custody after the operation, which followed specific intelligence about an OGW’s contact with an armed Naga extremist in the area, corroborated by internal sources.

Preliminary inquiries allege both men were involved in extortion and in recruiting local youth into insurgent ranks, with their activities largely concentrated in the Changlang and Jairampur areas, officials added. Investigators also say the OGW was attempting to facilitate defections of cadres from the NSCN (Khango) faction to the rival NSCN (Angmai) faction within the Rima-Putok Circle.

Security agencies told reporters they view the alleged move as part of ongoing factional dynamics among Naga insurgent groups, aimed at boosting the cadre strength and operational influence of the NSCN (Angmai) faction. The detained men and their possessions were handed over to local police for further investigation and legal action.

An OGW, or over-ground worker, is a civilian who provides logistical, communication, or support services to insurgent organisations without being an armed member; security forces often treat OGWs as critical to insurgent networks. Officials said the operation underscores the Assam Rifles’ continued vigilance in countering insurgent activity and dismantling support networks to maintain security and stability in the Northeast.
