Surprising Variations: Nagaland MPs in Parliament’s Budget Session

The Budget Session of Parliament, held from January 28 to April 18, ended after 31 sittings with both houses recording high levels of activity, official updates show. The Lok Sabha sat for 151 hours 42 minutes with about 93 percent productivity, while the Rajya Sabha met for 157 hours 40 minutes and registered 109.87 percent productivity, according to Secretariat figures. Against this backdrop, Nagaland’s two Members of Parliament showed differing patterns of attendance and participation during the session.

Nagaland is represented in the Lok Sabha by S. Supongmeren Jamir (Indian National Congress) and in the Rajya Sabha by S. Phangnon Konyak (Bharatiya Janata Party). Attendance records on the Digital Sansad platform indicate Jamir signed in for 22 of the 31 sittings-about 71 percent-while Konyak marked attendance on 27 days, over 87 percent. Members are required to record attendance digitally during sittings, though certain office-bearers are exempt.

Digital Sansad records (as on April 18) show Rajya Sabha MP S. Phangnon Konyak had broader official participation during the session. Her interventions included two unstarred questions and a special mention. On February 5 she queried agri-produce transactions on the North Eastern Region Agri-Commodity E-Connect (NE‑RACE) portal, which reported transactions of more than 3,082 metric tonnes valued at Rs 1,168.30 lakh across the region. She raised a question on March 25 about health and nutrition programmes in tribal-dominated districts, and during Question Hour on March 24 she sought an update on the proposed Mon Medical College in Nagaland. On February 5 she also asked about bilateral cooperation with Thailand in the handloom and handicrafts sector. Konyak made a special mention on February 10 flagging developmental concerns in eastern Nagaland under the Frontier Nagaland Territorial Authority and urged early redressal of long‑standing grievances. She took part in debates on the Union Budget 2026–27 and the Appropriation Bill, and on April 17, 2026, seconded the motion for the election of the Deputy Chairman of the Rajya Sabha.

By contrast, Jamir’s parliamentary dashboard showed no questions listed during the Budget Session, though seven questions appear on his broader profile to date. The dashboard’s gallery, however, records his participation on April 17 in debates on the Constitution (One Hundred and Thirty‑First Amendment) Bill, 2026; the Union Territories Laws (Amendment) Bill, 2026; and the Delimitation Bill, 2026. On March 27 he raised a Special Mention on urgent health infrastructure needs in Nagaland and urged the Union government to upgrade the Nagaland Institute of Medical Sciences & Research to a central institute on lines of AIIMS or RIIMS; a formal reply was not available on the dashboard. News updates from Jamir’s office and the Nagaland Congress also cited his engagement on several issues.

During the session Jamir pressed the government under Rule 377 (in March 2026) to approve and prioritise construction of the proposed Foothills Road (Trans–Nagaland Highway). At the session’s start in January he called for an early, honourable and inclusive political settlement to the long‑pending Naga issue, and in February he highlighted reported recruitment barriers faced by candidates from Nagaland in Staff Selection Commission examinations, particularly in public broadcasting institutions.
