ECI Reshuffles OICs at Kolkata Police Stations – Major Changes

Kolkata, April 5 — The Election Commission of India (ECI) has ordered a significant reshuffle in the Kolkata Police, transferring the officers‑in‑charge (OCs) of several city police stations ahead of the state’s two‑phase Assembly elections, officials said on Sunday.

Hirak Dalpati, the OC of Park Street police station, has been moved to the Intelligence Department, and Neelkanth Roy of the Lalbazar Detective Department has been appointed the new OC at Park Street. Raj Kumar Mishra, previously additional OC of Shyampukur, has been posted to Gariahat police station. Manish Singh, additional OC of Entali, has been given charge of Vijayganj Bazar police station, while Manoj Dutta has been recalled from the Special Task Force (STF) and named OC of Chetla.

The Commission issued transfer orders numbered 181 and 182, under which several officers at the inspector rank were reassigned. The orders removed OCs of key stations and sent them to departments including the Detective Department, the STF and the Special Branch. In line with these moves, Chetla OC Amitabh Sarkar has been transferred to the STF.

There was also a mutual transfer between Hare Street and Thakurpukur police stations: Lopsang Tshering Bhutia and Rajiv Sahu have been swapped. The city police said the new directive includes partial revisions and amendments to earlier orders numbered 174 and 175, issued on March 29.

The reshuffle follows a security lapse in Bhabanipur, where tension erupted during a roadshow held before BJP candidate Suvendu Adhikari filed his nomination — a procession that was attended by Union Home Minister Amit Shah. After the incident the ECI wrote to the state Chief Secretary, directed action, and four police officers were suspended for the disruption of law and order. The Commission additionally instructed that replacements be promptly appointed at those locations, and within that context it changed the OCs of six Kolkata police stations within 24 hours.
