The Election Commission has announced assembly poll dates for Assam, Kerala, Tamil Nadu, West Bengal and the Union Territory of Puducherry, and has clarified that voters who do not have their voter ID card in hand on polling day can still cast their ballot — provided their name appears on the electoral roll. The commission said the single essential requirement is inclusion in the voter list; voters whose names are on the roll may establish identity at the polling station with any government-recognised photo identity document.
The commission listed several acceptable photo IDs that can be used in place of the voter card. These include Aadhaar cards, passports, driving licences and PAN cards. Other valid documents named are MNREGA job cards, bank or post-office passbooks with the voter’s photograph, pension documents bearing a photo, and identity cards issued to central or state government employees. The Labour Ministry’s health insurance smart card, the National Population Register smart card, and official identity cards issued to members of Parliament or state legislatures were also cited as acceptable.
The Election Commission added that a digitally downloaded voter card or an e-EPIC displayed on a mobile device is also acceptable as proof of identity. Photocopies or mobile screenshots of these documents will not be accepted, so voters should carry the original document to the polling station.
Voters are advised to verify that their names appear on the electoral roll before going to their polling centre, because possession of an identity document alone will not permit voting if the name is not on the list. The commission said Assam, Kerala and Puducherry will vote in a single phase on April 9, Tamil Nadu on April 23, and West Bengal in two phases on April 23 and April 29; counting across these states and the UT is scheduled for May 4. The model code of conduct has been put into effect in the concerned areas to ensure a free, fair and transparent election process.
