The Assam government has decided to implement the Sexual Harassment Electronic Box (SHe-Box) across all state departments to provide women employees a confidential online channel for reporting workplace sexual harassment. The move, officials say, aims to strengthen compliance with the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 (POSH Act) and to make complaint filing and case tracking more accessible and secure for victims within the state administration. Hemashri Hazarika, an Assam Civil Service officer and Additional Secretary in the Revenue and Disaster Management Department, has been appointed the Nodal Officer to oversee the system’s rollout and functioning.
Once activated in each department, the SHe-Box will allow complainants to submit grievances electronically, upload supporting documents, and monitor the status of their complaints through a structured interface. The platform is designed to protect confidentiality and reduce barriers to reporting, such as fear of exposure, stigma or institutional pressure, by enabling discreet submissions and transparent case management.
As Nodal Officer, Hazarika will be responsible for ensuring that complaints are properly registered, tracked and addressed following established procedures. Her role includes monitoring departmental adoption of the system, coordinating response mechanisms, and helping to ensure timely redressal in line with POSH Act mandates for prevention, prohibition and redressal of sexual harassment at work.
The SHe-Box was introduced earlier under a central government framework to streamline reporting of sexual harassment in government offices, but it had not been operational across all departments in Assam until now. The state’s decision to implement the platform marks a significant administrative step toward institutional accountability and improved workplace safety standards for women employees.
Officials expect wider reporting and faster resolution of workplace harassment cases once the system is fully operational, a development they say will foster a safer and more inclusive work environment across the Assam state administration.
