Manipur CM Khemchand Singh Retains 8 Portfolios; Deputies Only 2 Each
The Manipur government on Wednesday, March 4, distributed portfolios among its newly constituted Council of Ministers, with Chief Minister Yumnam Khemchand Singh taking direct charge of eight key departments in addition to responsibilities not specifically assigned to other ministers. The move finalises the allocation of departments for the ministry sworn in earlier this month and marks the formal structuring of the new state government.
Deputy Chief Ministers Nemcha Kipgen and Losii Dikho were each given two portfolios. Kipgen will handle Rural Development and Panchayati Raj, along with Tribal Affairs and Hills. Dikho was entrusted with Public Health Engineering and Forests, Environment and Climate Change-ministries the government describes as central to the state’s governance and development agenda.
Senior minister Konthoujam Govindas Singh has been assigned the influential Home department as well as Youth Affairs and Sports, reflecting his role in internal security and youth outreach. Khuraijam Loken Singh will oversee Arts and Culture and Tourism, portfolios highlighted for their importance in preserving Manipur’s heritage and promoting economic opportunities through tourism.
The portfolio allocation follows Yumnam Khemchand Singh’s oath-taking ceremony on February 4, when he and four MLAs were sworn in as members of the Council of Ministers. An official notification from Chief Secretary Puneet Kumar Goel said the Governor approved the distribution under Rule 6(1) of the Rules of Business of the Government of Manipur, acting on the Chief Minister’s advice.
The size of the ministry remains within the constitutional limit set by the 91st Constitutional Amendment Act, 2003, which caps the Council of Ministers at 15% of a legislature’s strength. In a 60-member Manipur Assembly currently functioning with 58 MLAs following the deaths of N Kayisii (National People’s Party) and Vungzagin Valte (BJP), the present cabinet composition complies with that ceiling.
