Assam CM: Rs 40,000 Relief for Specially-Abled PhD Scholars
Assam Chief Minister Himanta Biswa Sarma on Thursday, February 26, 2026, announced a package of student support measures and technology-focused investments aimed at strengthening the state’s education and innovation ecosystem. Speaking at a press briefing after launching the Mukhyamantrir Nijut Babu Achoni at Jyoti-Bishnu International Auditorium, Sarma outlined cash support for students, new technology centres and industry partnerships to boost tech and AI learning across Assam.
Under the Mukhyamantrir Nijut Babu Achoni, postgraduate students will receive Rs 2,000 per month and undergraduate students Rs 1,000 per month, each for 10 months in a year. The benefit is targeted at students from families with an annual income below Rs 4 lakh, and is open to students in the second and third years of undergraduate programmes as well.
Sarma also launched the Jeevan Prerana Achoni, which will provide Rs 2,500 per month to 48,319 students who graduated in 2025. In addition, research scholars at state and central universities will receive financial aid: scholars who enrolled after April 1, 2021, are to get Rs 25,000, with a total of 2,112 research scholars slated to benefit. The announcement singled out 13 specially-abled researchers who will each receive Rs 40,000.
On the technology and skills front, the chief minister virtually inaugurated centres under the Udyog 4.0 initiative, announcing that 34 new technology centres have been established across 34 Industrial Training Institutes (ITIs) and polytechnic colleges in the state. The project carries an investment of around Rs 3,000 crore, signalling a major push for applied technology training.
The Assam government has signed a memorandum of understanding with the Tata Group and plans an additional agreement with Tata Nelco to introduce advanced technology education in schools and colleges. Sarma also said aircraft manufacturer Dorcel intends to set up a technology centre at Gauhati University.
Sarma described the measures as a step toward ushering Assam’s education system into a new era, with a strong emphasis on technology and artificial intelligence (AI).
