
Historic Jal Arpan Diwas at Ringhim Marks SAGY Completion
Mangan: Jal Arpan Diwas under the Jal Jeevan Mission (JJM) was celebrated at the Ringhim Village Administrative Centre (VAC) on February 17, 2026, to mark the formal completion of development works carried out under the Saansad Adarsh Gram Yojana (SAGY) in the 12–Ringhim Nampatam Gram Panchayat Unit (GPU). Member of Parliament (Lok Sabha) Indra Hang Subba attended as chief guest and presented a certificate signifying the culmination of the SAGY projects under JJM.
The programme drew senior officials and local leaders, including Sikkim Welfare Commission chairman Nim Tshering Lepcha, Mangan district collector Anant Jain, OSD Lachen–Mangan Tshering Wangyal Bhutia, panchayat president Sherap Bhutia, Zilla and ward panchayat members, additional secretary cum DPO MDZP Karma Thendup Bhutia, ADC (Development) Mangan Sonam Rinchen Lepcha, DE RDD Saroj Adhikari, and officers from relevant departments, along with residents.
In his address, MP Indra Hang Subba congratulated the GPU and stakeholders for completing the works and highlighted the challenges of delivering water services in hilly terrain where sources are often distant from settlements. He urged policy measures sensitive to Himalayan conditions, noted that road connectivity and infrastructure issues are being pursued at appropriate forums, and called on the public to remain active partners in development while maintaining cleanliness and sustainability.
Panchayat president Sherap Bhutia presented the GPU’s profile: six wards, 396 households and a population of 1,911. He outlined key achievements since the GPU’s adoption under SAGY in 2016, including upgraded school infrastructure in Nampatam and Malling wards, a milk collection centre at Malling, a resource recovery centre, a plastic management unit, intensified IEC activities under JJM, expanded pipeline connections, regular water testing, and the establishment of a WASH centre at the VAC for prompt redressal of water-supply concerns.
Providing a technical summary, Assistant Engineer Tashi Topgyal Bhutia of BAC Mangan said the project, sanctioned in 2021, comprised 38 works — all of which have been completed. Chairman Nim Tshering Lepcha thanked the MP for sustained representation that aided completion of road connectivity at Toong–Naga, and urged residents to sustain the momentum of development.
OSD Tshering Wangyal Bhutia expressed appreciation for the MP’s continued advocacy of state concerns at the national level and praised the panchayats and local people for their proactive role in the projects’ success. The programme concluded with a vote of thanks from ADC (Development) Sonam Rinchen Lepcha. After the event, MP Indra Hang Subba visited stalls by local Self-Help Groups, interacting with members and commending their initiatives.
