Assam’s Budget 2026–27: A Transformative Win for the Northeast Region
Assam Chief Minister Himanta Biswa Sarma welcomed the Union Budget for 2026-27 on Sunday, describing it as “reform-oriented” and highlighting several announcements by Finance Minister Nirmala Sitharaman that are expected to positively impact Assam and the Northeast region. Sarma emphasized that the proposals represent a balance between India’s global aspirations and grassroots development, enabling the eastern region to “benefit meaningfully.”
One of the key highlights of the Budget is the increased fiscal transfers and infrastructure investments, coupled with upgrades in healthcare and tourism development. Sarma pointed out that the formal acceptance of the 16th Finance Commission’s recommendations is set to boost Assam’s share in tax devolution from 3.128% to 3.258%, providing greater fiscal space for development. He mentioned this in a post on a microblogging platform.
During her Budget speech, Sitharaman confirmed the government’s acceptance of the Commission’s recommendations, which will lead to a significant increase in overall state transfers. Sarma was particularly optimistic about the focus on future-ready sectors, noting that investments in semiconductors, electronics manufacturing, data centres, chemical parks, and rare earths would create new job opportunities, especially for the youth.
Sarma also discussed the introduction of Self-Help Marts (SHE-Marts), which are set to enhance Assam’s initiatives to support women-led self-help groups under the Mukhyamantrir Mahila Udyamita Abhiyan (MMUA). He stated that these SHE-Marts would serve as vital marketing platforms.
Moreover, the emphasis on skilling within the Budget aligns with Assam’s ambition to become a hub for skilled professionals in various fields, including healthcare and artificial intelligence. Earlier announcements from Sitharaman included expanded skilling programs tailored to meet industry demands.
Also welcomed were measures supporting fisheries, commercial farming, and the development of Amrit Sarovars, which Sarma believes will significantly benefit farmers and cooperatives. On tourism and urban development, he expressed confidence that new tourism circuits in the Northeast, along with investments in infrastructure and public transport in smaller towns, would stimulate urbanization and enhance connectivity in Assam.
Sarma noted the Budget’s focus on the Orange Economy, arguing that it would open new avenues for content creators and professionals in the cultural and digital sectors. He highlighted the government’s commitment to upgrading the National Mental Health Institute at Tezpur, stating that this would considerably strengthen specialized healthcare services in the state.
Additionally, Sarma mentioned the allocation of Rs 2 lakh crore under the Special Assistance to States for Capital Investment, which he believes will accelerate infrastructure projects in Assam. He welcomed the provision of Rs 6,812 crore earmarked for development in the Northeast, underscoring the Centre’s sustained focus on the region. He concluded by commending the Budget’s continued emphasis on fiscal discipline and price stability.
