Maharashtra Chief Minister Devendra Fadnavis’s week-long visit to Davos, Switzerland, from January 17 to 24 for the World Economic Forum (WEF) has resulted in investment proposals totaling Rs 30 lakh crore for the state. With 3.5 years left in his term, political analysts suggest it is crucial for Fadnavis to swiftly implement the Memorandums of Understanding (MoUs) signed at WEF to mitigate claims from the Opposition that the ruling BJP is favoring Gujarat’s economic interests over Maharashtra’s.
Fadnavis’s recent announcement of the substantial investment has caused discomfort among his coalition partners, specifically the Shiv Sena and the Nationalist Congress Party (NCP), both of whom have not publicly endorsed the development. A senior NCP minister, speaking anonymously, emphasized that adherence to coalition principles would have necessitated Fadnavis first sharing the news with Deputy Chief Ministers Eknath Shinde and Ajit Pawar, who also serves as the finance minister.
In defense of the chief minister’s decision to lead the announcements, a BJP strategist asserted that the chief minister has the authority to speak on global forums and pointed to the presence of NCP MLA and Industries Minister Uday Samant in the Davos delegation as evidence of the BJP’s commitment to collective leadership.
The significance of Davos for Fadnavis is underscored by the loss of major projects, such as Vedanta-Foxconn and Tata Airbus, which moved from Maharashtra to Gujarat during the tenure of the Mahayuti government. This trend, alongside corporations relocating their operations, has provided the Opposition – comprising Congress, Shiv Sena (UBT), and NCP (SP) – ammunition to challenge the ruling coalition. Uddhav Thackeray has accused the BJP’s leadership of intentionally undermining Maharashtra to bolster Gujarat’s standing.
Experts note that while the announcement of investments can aid political messaging, the actual execution of these agreements is complex. A senior official from the Industries Department revealed that historical data indicates a realization rate of only 45-50% for signed MoUs.
Critics have questioned the rationale behind signing numerous agreements with Indian companies at an international event, suggesting that these could have been finalized domestically. They highlighted an MoU with the Lodha Group, noting that its CEO, Abhishekh Lodha, is the son of a prominent BJP leader, raising concerns about conflicts of interest.
Despite the backlash, Fadnavis defended the agreements, stating that many involved companies operate in over 100 countries and are set to bring foreign investment through partnerships with global firms. The Chief Minister’s Office has reported that Maharashtra signed MoUs with firms from more than 18 nations, including the USA, UK, Canada, and several European countries.
Fadnavis also expressed optimism about the future, projecting that the state could secure an additional Rs 7 to 10 lakh crore in investments shortly, which he claims could create around 40 lakh jobs. He further stated that the state has improved its business environment, thus making Maharashtra an attractive destination for investment, although the transition from signing to execution typically spans three to seven years.
In the context of the state’s fiscal health, Deputy CM and Finance Minister Ajit Pawar noted that Maharashtra’s projected debt for the 2025-26 budget stands at Rs 9.32 lakh crore, largely attributed to various welfare initiatives. Government sources hope that the realization of the Davos agreements will stimulate development efforts within the state.
The Opposition remains skeptical, accusing the WEF of becoming a venue for unfulfilled promises. Congress state chief Harshwardhan Sapkal dismissed the investment numbers as mere “marketing,” questioning the government’s approach to rising unemployment and poverty. Shiv Sena (UBT) MP Sanjay Raut criticized the practice of attending events like Davos, arguing that they have devolved into expensive excursions, unnecessary for meeting with Indian industrialists.
