Desperate Housing Crisis: Displaced Families Struggle at Leimaram Waroiching
Seven houses are entirely flattened, and many more require near-total reconstruction at the Leimaram Waroiching resettlement site, where displaced families have returned after 2.7 years, according to a report submitted to the Deputy Commissioner of Bishnupur District. The Coordinating Committee on Manipur Integrity (COCOMI) is calling for an urgent reassessment of rehabilitation support following a survey of conditions at the site. The report indicates that prolonged displacement and exposure to severe weather have left most homes needing “70-80% renovation or reconstruction to make them inhabitable.”
Sanitation facilities also pose a critical issue. The survey found that numerous houses lack functional toilets, creating serious hygiene risks for families returning home. “Given that each house has suffered different degrees of damage, a house-wise survey and assessment is essential to estimate appropriate amounts based on current market rates,” the report states. COCOMI convenor Khuraijam Athouba argues that the standard assistance provided is “insufficient to carry out even minimum repairs.”
The organization has raised concerns regarding security arrangements at the settlement. Currently, strict checks are enforced on returning civilians, visitors, and aid workers at the village entrance. During a recent visit, COCOMI’s team encountered “significant delays due to entry checks and even group photographing.” The report suggests relocating security personnel to the border area between the Kuki and Meitei settlement zones rather than maintaining checks at the village entrance. This adjustment could “maintain broader security while reducing hardship for innocent civilians,” it argues.
COCOMI has requested immediate assessments of each house’s damage, revised compensation packages that reflect actual reconstruction costs, prioritization of toilet facility construction, and a reevaluation of the current security deployment strategy. The Deputy Commissioner, who leads the Rehabilitation and Resettlement Committee for Internally Displaced Persons, has received assurances of the organization’s “full cooperation in coordinating with the village, assessing damages, and providing any required assistance.”
The resettlement at Leimaram Waroiching represents one of several efforts to return displaced populations to their original homes following the ethnic violence that erupted in Manipur in May 2023.
