A new Reservation Review Commission has been established by the Nagaland government to reassess the representation of tribes in public employment and higher education. This initiative represents a significant effort to reevaluate long-standing rules concerning quotas and criteria for establishing backwardness. The notification announcing this development was issued in Kohima on November 12.
Retired IAS officer R. Ramakrishnan will chair the Commission, which includes senior officials from the Home, Law and Justice, Higher and Technical Education, and Personnel and Administrative Reforms departments. The Home Department will provide logistical support, while budgetary requirements will be managed by the Finance Department.
The Commission is endowed with broad authority to access any government records it deems relevant and can summon officials or departments to testify, which the order describes as essential for executing its responsibilities. Its mandate encompasses a wide array of tasks: reviewing India’s constitutional and legal provisions on reservations, analyzing economic and educational indicators for eligibility assessments, and evaluating the effectiveness of Nagaland’s existing policies on employment and admissions to technical and professional courses.
Additionally, the panel is required to conduct extensive consultations with tribal organizations, student groups, employee associations, and other stakeholders to assess opinions on equitable representation. It will propose criteria for identifying tribes that qualify for reservation and suggest overall percentages and internal distributions, as well as consider how long these benefits should last.
Another crucial role of the Commission is to identify gaps in the current implementation processes and recommend technological improvements to make the system more efficient and reliable.
The Commission has a six-month deadline to submit its report, and a separate notification will specify the remuneration for the chairperson. This order, which received Cabinet approval on October 21, 2025, replaces an earlier notification dated September 22, 2025.
