Delhi University has taken significant steps to enhance safety during the festive season by issuing a set of comprehensive guidelines for colleges, hostels, and event organizers. This initiative comes three years after a troubling incident at Miranda House, where inappropriate behavior marred the Deepavali mela, sparking outrage over campus security.
In a statement released on Wednesday, DU Proctor Manoj Kumar Singh announced the appointment of two liaison officers to facilitate coordination with Delhi Police-one for the North Campus and another for the South Campus. Colleges hosting events are encouraged to designate their own liaison officers to assist in crowd management and ensure a seamless flow of communication.
The university’s advisory underscores the importance of clear communication, urging colleges to provide social media updates that include essential details like traffic arrangements, designated entry and exit points, and logistical information about event proceedings.
Safety remains a top priority, as the advisory mandates that every event must be equipped with a first aid team, static ambulances, and appropriate fire safety measures at the venue. Additionally, separate entry and exit gates should be established for VIPs and general attendees, and contingency routes must be rehearsed in advance with the involvement of volunteers and private security personnel.
To further strengthen security measures, colleges are advised to install CCTV cameras, especially at entry points. The advisory clarifies that the onus of event management and security ultimately rests with the individual colleges and institutions. “Delhi Police, as part of its mandate, is tasked with maintaining overall law and order, and not providing security cover to private events,” it noted.
Institutions have been urged to employ sufficient trained security guards and bouncers to ensure a safe environment for all participants. As the festive season approaches, these proactive measures are intended to create a secure atmosphere where students can celebrate without concern.
By implementing these guidelines, Delhi University aims to foster a culture of safety and responsibility during celebratory events, addressing past concerns and setting a precedent for future gatherings. Whether attending a college festival or a cultural event, students can expect a more organized and secure experience this season, thanks to these newly established safety measures.
