Nagaland Sees Alarming 91% Increase in SLL Crimes: NCRB Report Insights
Kohima: Nagaland has witnessed a significant increase in crimes under Special and Local Laws (SLL) over the past three years, even as incidents registered under the Indian Penal Code (IPC) have remained relatively stable, according to the latest ‘Crime in India 2023’ report released by the National Crime Records Bureau (NCRB). In 2023, the state recorded a total of 1,899 cognizable cases, up from 1,592 in 2022 and 1,478 in 2021, marking an overall rise of nearly 28 percent.
SLL cases represented the sharpest increase, climbing from 445 in 2021 to 584 in 2022, and reaching 849 in 2023-a staggering 91 percent jump over three years. Most of these offences pertained to excise, narcotics, and other local administrative laws. In contrast, crimes under the IPC remained stable with 1,033 cases in 2021, 1,008 in 2022, and 1,050 in 2023.
The state’s crime rate under the IPC stood at 47 per lakh population, significantly lower than the national average of 270.3. Property-related crimes made up a large portion of the total, increasing from 1,500 in 2021 to 1,851 in 2023, with theft and burglary as the predominant categories. The report also indicated that murder cases rose from 14 in 2021 to 19 in 2023, while instances of kidnapping and abduction declined from four to two during the same period.
Offences against public tranquillity, which include rioting and unlawful assembly, reached 138 cases in 2023. Meanwhile, crimes involving arms and explosives saw a consistent decline, with only one case each under the Arms Act and Explosives Act reported in 2023. Crimes against women and children were minimal; Nagaland reported just three rape cases and one trafficking case in 2023, resulting in a crime rate against women of 0.3 per lakh population, significantly below the national average of 66.2.
Though child-related offences were few, 16 cases were registered under the Juvenile Justice Act in 2023, with no recorded cases under the POCSO Act over the past three years. There was a noticeable upward trend in technology-driven crimes, with cybercrime cases rising from two in 2021 to six in 2023. Economic offences, including cheating, fraud, and forgery, also increased from 15 in 2021 to 27 in 2023.
The NCRB report highlighted that Nagaland reported no cases of crimes against senior citizens, atrocities against Scheduled Castes and Scheduled Tribes, environmental crimes, crimes involving foreigners, or fake currency seizures between 2021 and 2023. With a projected mid-year population of 22.4 lakh, Nagaland’s total of 1,899 cases in 2023 was the lowest among Northeast states, compared to Assam’s 64,959 cases, Manipur’s 20,283, Mizoram’s 4,050, Meghalaya’s 3,532, Arunachal Pradesh’s 2,941, and Sikkim’s 718. Despite this, the combined rate of cognizable crimes (IPC+SLL) was 84.9, the lowest in the region, while other Northeastern states, including Sikkim, reported rates above 100.
