Sikkim’s Ambitious Plan: Transforming into India’s Green Oasis by 2047

Guwahati: Sikkim is celebrating 50 years since it became part of India, with a vision to establish itself as the country’s leading green destination by 2047, as articulated by Professor Mahendra P. Lama, Chief Economic Advisor to the Government of Sikkim. In a recent podcast commemorating this significant milestone, Professor Lama detailed Sikkim’s transformation from a small kingdom to one of India’s most peaceful and developed states. He referenced four pivotal aspects that contribute to Sikkim’s uniqueness: its political history, rich natural environment, cultural harmony, and special legal protections, which have allowed the state to maintain its identity while integrating with India.

Unlike many northeastern states, Sikkim has maintained a peaceful and stable environment. Today, its per capita income stands at approximately Rs 7.5 lakh, marking a substantial shift from 1975, when around 85 percent of the population lived below the poverty line-now reduced to only 2 percent. However, challenges remain. Despite its integration with India, Sikkim faces physical isolation due to the limited road infrastructure, with only one main highway that frequently shuts down, and an airport that sees minimal usage. Improving transportation infrastructure, including roads and railways, is crucial for further development.

Climate change represents another challenge, highlighted by an October 2023 flood caused by melting glaciers. Professor Lama stressed the urgency for Sikkim to become a center for climate knowledge and solutions. Looking forward, he envisions that by 2047, Sikkim will be identified as India’s green state, prioritizing sustainability across sectors like energy, agriculture, tourism, and transportation. He advocates for adopting green technologies and supporting eco-friendly enterprises.

Professor Lama emphasized that Sikkim’s development should diverge from the industrial models of larger states due to its sensitive ecosystems and rich cultural heritage. This tailored approach could also serve as a model for other mountainous regions, such as Uttarakhand and Himachal Pradesh.

Sikkim’s strategic location near China, Nepal, and Bhutan enhances its significance in India’s Act East Policy. Professor Lama suggested that border areas should foster collaboration and that Sikkim could emerge as a hub for trade, tourism, education, and energy exchange with neighboring countries. Proposed initiatives include reopening trade routes with Tibet, constructing an economic corridor with Nepal, and connecting regional power grids, leveraging Sikkim’s strong relationships with its neighbors.

As India aims for developed status by 2047, Professor Lama believes Sikkim can lead through sustainable growth and environmental stewardship rather than heavy industry. He concluded that safeguarding Sikkim’s natural resources will ultimately benefit the entire region.
