
Urgent Travel Advisory: Avoid Manipur and Other NE States Without Approval
The United States has updated its travel advisory for India, designating the country at Level 2: Exercise Increased Caution. This change highlights particular concerns in the Northeast region, following a recent assessment of safety and entry conditions. American citizens are specifically urged to avoid travel to Manipur due to an ongoing threat of violence and crime. The advisory clearly states, “Do not travel to Manipur due to the threat of violence and crime.”
The advisory emphasizes the ethnic conflicts in the region, which have led to widespread violence and displacement of communities. It also notes that there are regular attacks on Indian government targets, prompting the U.S. government to require prior approval for its employees wishing to travel to Manipur.
For the larger Northeastern region, travelers are advised to reconsider their plans due to risks of terrorism and intermittent violence. The advisory points out that ethnic insurgent groups have been known to engage in violent acts, including bomb attacks on public transportation, markets, and rail infrastructure. It states, “Northeastern states – Reconsider travel to this area due to terrorism and violence.”
While the advisory reports no recent violence in Assam, Nagaland, Arunachal Pradesh, Mizoram, Sikkim, or Tripura, restrictions remain in place for U.S. government personnel. Officials must secure prior approval before traveling to Sikkim and Arunachal Pradesh, as well as any areas outside the capital cities of Assam, Mizoram, Nagaland, Meghalaya, and Tripura.
This advisory serves as a warning to travelers and diplomats, underscoring the complex security environment in parts of India’s Northeast. While the overall advisory places India under Level 2, a more severe Level 4: Do Not Travel warning is still in effect for Jammu and Kashmir (excluding Ladakh) and certain regions along the India-Pakistan border due to heightened security risks.
